Northern Middlesex Stormwater Collaborative (NMSC)
About the NMSC
The Northern Middlesex Stormwater Collaborative (NMSC) is a regional partnership among the nine NMCOG member municipalities and Littleton and Wilmington facilitated and staffed by the Northern Middlesex Council of Governments (NMCOG).
Formed through a Memorandum of Understanding, the Collaborative’s purpose is to work cooperatively to enhance stormwater management practices, improve public education, foster resilience, and optimize resource sharing. This framework incorporates best practices, current regulatory requirements, evolving weather hazards, and insights from member surveys and interviews, ensuring that the Collaborative addresses contemporary needs and priorities.
Objectives of the Collaborative include:
- Collaboration: Strengthen intermunicipal collaboration to address shared stormwater management challenges and develop coordinated responses to regulatory requirements.
- Education and Outreach: Enhance public education and awareness through shared resources, region-specific outreach materials, and community engagement initiatives.
- Resilience: Integrate resilience into stormwater management practices, focusing on adapting to changing weather patterns and mitigating the impacts of flooding and other severe weather-related events.
- Resource Sharing: Optimize shared resources, including technical assistance, expertise, equipment, and data management systems, to improve efficiency and reduce costs.
The Collaborative is overseen by an Advisory Board with equal representation from each member community. NMCOG provides administrative staffing, technical assistance, and coordination to ensure alignment with regional planning, sustainability, and resilience goals.
Together, the NMSC advances intermunicipal cooperation, reduces costs through economies of scale, and strengthens the region’s ability to protect water quality, manage stormwater, and adapt to climate change.
The NMSC works to address stormwater pollution and improve water quality through increased coordination, collaboration and communication on a regional level. Some examples of NMSC's resources are included below on the following pages:
