Transportation & Mobility
As staff to the Northern Middlesex Metropolitan Planning Organization, NMCOG staff conduct transportation planning projects following the federal 3C ("Continuing", "Comprehensive", and "Cooperative") process. This process is designed to engage the public and stakeholders in establishing shared goals and a vision for the community. Staff use tools to forecast population trends, employment growth, and projected land use and to identify major transportation needs and opportunities for investment.
This process requires planners to establish annual work plans--the Unified Planning Work Program--to study existing conditions and needs, review available funding resources, establish transportation performance measure targets and goals, and develop strategies to meet the goals. The information is documented in Envision 2050, the region's Long-Range Regional Transportation Plan (LRTP). The Performance-Based Planning Process (PBPP) provides tools to establish system performance targets based on informed investment decisions, which are documented in the Statewide Transportation Improvement Program (STIP) at the State level and the NMMPO's Transportation Improvement Program (TIP). The Public Participation Plan outlines how the NMMPO engages people in the community in the transportation planning process.

Greater Lowell Bicycle & Pedestrian Plan
The Greater Lowell Bicycle and Pedestrian Plan (GLBPP) is a collaborative effort to improve walking and biking infrastructure.

Greater Lowell Regional Safety Toolkit
The Northern Middlesex Council of Governments (NMCOG) is developing the Greater Lowell Regional Safety Toolkit to help municipalities advance Vision Zero and work toward eliminating traffic-related fatalities and serious injuries. This ongoing project will provide practical, easy-to-use resources, including data and benchmarking tools, design strategies, planning and policy guidance, communication and outreach materials, and funding resources. Input from municipal staff and MassDOT District staff through surveys and interviews is shaping the Toolkit, with a draft outline already in progress.

Traffic Counting
NMCOG collects traffic data for more than 100 locations throughout the region on an annual basis. View more about our traffic counting program, and visit our dashboard of counts taken since 2023.

Congestion Management
NMCOG collects and analyzes data on congestion across the region as part of its Congestion Management Plan.

Pavement Management
NMCOG collects data related to pavement condition in support of the NMMPO's annual Transportation Improvement Program.

Traffic Safety
NMCOG manages a safety program designed to identify intersections with safety problems; inform local and state officials and the public of safety problem locations; and provide technical assistance to help determine the cause of the safety problems and make recommendations for traffic safety improvements.

Long Range Transportation Plan
Envision 2050, the Long Range Transportation Plan (LRTP) for the Greater Lowell Revion, identifies and analyzes region's transportation infrastructure and service improvement needs. The plan covers a 25-year planning horizon and includes strategies for developing an integrated multi-modal transportation netowrk, including pedestrian, biking, and motorized travel.

Transportation Improvement Program
Each Metropolitan Planning Organization (MPO) is required to develop a Transportation Improvement Program (TIP), an annual list of upcoming transportation construction projects covering a four-year period.The TIP includes capital and non-capital surface transportation projects, bicycle and pedestrian facilities and other transportation enhancements, Federal Lands Highway projects, and safety projects included in the State's Strategic Highway Safety Plan, as well as all regionally significant projects receiving FHWA or FTA funds or for which FHWA or FTA approval is required

The Lowell Regional Transit Authority is given general responsibility to develop, finance, and contract for the operation of mass transportation facilities and services within its territory.

NMCOG provides transportation technical assistance to its communities through tasks identified in the Unified Planning Work Program (UPWP).

Unified Planning Work Program
The Unified Planning Work Program (UPWP) is a one-year budget and planning document that lists the research projects, technical assistance, and other activities the Northern Middlesex Metropolitan Planning Organization (MPO) board will undertake over the next federal fiscal year (FFY). These projects provide insight and recommendations to our municipal and regional partners, generate new data, and help shape the region's future transportation concepts.

Technical Assistance
NMCOG provides technical assistance at the request of our member communities to undertake local planning activities that advance the goals of NMCOG's regional planning initiatives. NMCOG technical assistance matches technical planning help and expertise with projects in communities who need it.
