What is the Greater Lowell Digital Equity Plan?

Closing the digital divide is a key aspect of achieving equity. Access to the internet is a crucial tool, enabling access to education, healthcare, the economy, friends and family, civic participation, and much more. This 21st century reality means that municipalities throughout Greater Lowell increasingly believe in ensuring that all residents have affordable and reliable access to the internet, as well as the social infrastructure, technology support, and device access needed to engage online as a core civic responsibility. The Greater Lowell Digital Equity Plan is a strategic document motivated by a vision of a region without a digital divide and ultimately focused on advancing that vision by providing practical recommendations. It has 38 prioritized recommendations that emerged from assessing the community’s existing digital equity assets, its needs, and the gap between them. Alongside recommendations, the plan also lists resources that can be used to support implementation.

You can also access a data dashboard, which includes an inventory of "assets", or organizations and locations that offer resources to close the digital divide. Municipal Memos

The plan also included individualized reports on each of the nine Greater Lowell communities, complete with stats, assets, and municipal-specific recommendations. These are collated in an appendix of the complete regional plan, suitable for printing, but you can also access an online interactive site featuring the memos and a "strategy matrix" for to sort recommendations by municipality, time scale, and more!

The Greater Lowell Digital Equity Plan was funded by the Massachusetts Broadband Institute at the MassTech Collaborative under the Municipal Digital Equity Planning Program. Funding was provided by Massachusetts ARPA State Fiscal Recovery Funds. The project was undertaken in partnership with Metropolitan Area Planning Council (MAPC).
