Northern Middlesex Metropolitan Planning Organization
The NMMPO is the federally designated metropolitan planning organization responsible for coordinating regional transportation planning and programming across the Greater Lowell / Northern Middlesex region. It functions as the transportation arm under NMCOG’s umbrella. Membership on the MPO includes the Massachusetts Department of Transportation (MassDOT), the Lowell Regional Transit Authority (LRTA), NMCOG Council representative, municipal representatives), and other regional stakeholders.
The NMMPO develops and updates key documents such as the Regional Transportation Plan (RTP), Transportation Improvement Program (TIP), and Unified Planning Work Program (UPWP). It engages in public participation, performance-based planning, and works closely with MassDOT, LRTA, and municipal transportation stakeholders. The Public Participation Plan for the NMMPO, describes how public comments, testimony, and outreach are handled.
