The 2023-2027 Capital Investment Plan

The responsibilities include:

• Planning

• Funding

• Designing

• Constructing

• Capital Maintenance

These investments are funded through the Capital Investment Plan (CIP), which programs state and federal funds to pay for long-term improvements to the transportation system.

The FY 2023 – 2027 Capital Investment Plan (CIP) will be the first five-year plan since the FY 2020 – 2024 CIP, and the first since the COVID-19 pandemic began. It will include all MassDOT capital expenditures planned for the next five years.
