6. EV Buses on Regional Bridges and Roadways
MPO staff will present the study as funded by the FFY 2024 UPWP and for which the MPO approved an amended scope of work in June.
7. NMCOG Website Scope of Work
MPO staff will present a scope of work related to transitioning the NMCOG website to a Content Management Systems-based service provider to begin in FFY 2025 under Task 2.2, “Transportation Equity Program” of the FFY 2025 UPWP.
8. Bicycle and Pedestrian Plan Scope of Work
MPO staff will present a scope of work related to creating a region-wide bicycle and pedestrian plan under Task 3.9, “Bicycle and Pedestrian Planning” of the FFY 2024 UPWP and Task 6.1 “Active Transportation and Complete Streets” of the FFY 2025 UPWP.
9. Public Participation Plan Scope of Work
MPO staff will present the scope of work as funded by the FFY 2024 and 2025 UPWP. Per Federal Certification Review, the NMMPO must update its Public Participation Plan by the end of April, 2025.
10. Federal Fiscal Year (FFY) 2024 Unified Planning Work Program (UPWP) Close Out and Adjustment 2
Staff will summarize work and deliverables completed in FFY 2024, how this work relates to the NMMPO Federal Certification Review, and share information about an FFY 2024 adjustment as well as amendments anticipated in October of 2025.

MassDOT 2025-2029 Capital Investment Plan Public Meeting (MVPC/NMCOG)
MassDOT is working on developing the next Capital Investment Plan (CIP) for state fiscal years 2025-2029. 9. FFY 2025-2027 Disadvantaged Business Enterprise (DBE) Goals for the LRTA
LRTA staff will present the DBE Goal Setting Methodology, which is open for a 45-day public comment period as of June 17, 2024. Materials are posted to lrta.com/news/public-notice-dbe-goal-setting-methodology.
10. TIP Project Review Study: Route 110 and Tadmuck Road, Town of Westford

Transit Directions
The closest LRTA Bus Stop is Tsongas Arena (French St.). Additionally, the NMCOG office is about a 25 minute walk from the Lowell MBTA Commuter Rail Station.
Driving Directions
From all points: Take U.S. Route 3 or Interstate 495 to the Lowell Connector. Follow the Lowell Connector to Thorndike Street North (Exit 5B). Thorndike Street continues onto Dutton Street. At the end of Dutton Street, continue with a slight left to Arcand Street. Turn left on Father Morrissette Boulevard and turn right on Suffolk Street. NMCOG is located on the left at 672 Suffolk Street.
Parking
Wannalancit Mills Visitor Parking is available off of Suffolk Street across the street from the 660 Suffolk Street security office. (In map apps, enter 629 Suffolk Street, Lowell, MA).
There are also metered parking spaces for visitors directly in front of the office entrance on Suffolk Street.

The closest LRTA Bus Stop is Tsongas Arena (French St.). Additionally, the NMCOG office is about a 25 minute walk from the Lowell MBTA Commuter Rail Station.
Driving Directions
From all points: Take U.S. Route 3 or Interstate 495 to the Lowell Connector. Follow the Lowell Connector to Thorndike Street North (Exit 5B). Thorndike Street continues onto Dutton Street. At the end of Dutton Street, continue with a slight left to Arcand Street. Turn left on Father Morrissette Boulevard and turn right on Suffolk Street. NMCOG is located on the left at 672 Suffolk Street.
Parking
Wannalancit Mills Visitor Parking is available off of Suffolk Street across the street from the 660 Suffolk Street security office. (In map apps, enter 629 Suffolk Street, Lowell, MA).
There are also metered parking spaces for visitors directly in front of the office entrance on Suffolk Street.
