Regional Emergency Communications Center (RECC)

The Northern Middlesex Council of Governments, under contract with the Massachusetts Executive Office of Housing and Development (EOHED), developed a Regional Strategic Plan for Greater Lowell. Completed in 2011, the Plan identifies priority development and preservation areas throughout the region and includes the following elements: land use, infrastructure, environmental resource protection, and housing and economic development. The Plan was adopted by the chief elected officials in each NMCOG community and serves as the region’s primary policy document.
